I would hit your bro in the head a few times with a rubber mallet.
Was the car running when he did this? Like was it on?
I used to have a 1994 Prelude 2.3 DOHC non- VTEC man that car was fast and fun. Shame on him. Could just be the fuel pump relay, also called the main relay, you can bench test it by hooking some leads from your battery to the different pins and hearing if it clicks. Get a trusty Haynes manual to see how to do the test and for what results you should be getting. Only about 25 bucks for new Beck/Arnley relay thru RockAuto.com
