civic 94 start and die 2or 3 times then starts fine

civic 94 start and die 2or 3 times then starts fine
hi, In the morning when try to start the car, it start and die immediately 2 or 3 times at the four try it stay running. After that it start normally until let it sit for a while.
EX 94 completely stock, manual.
New Fuel pump and filter
Rotor, cap, plugs and wires.
ECT and IAT.
