P0131 won't go away. d16y8, p2p PCM
So now on my third O2... (This one a brand new one) and still have Low V.
Flowchart says either PCM or wiring next, so I guess my next bet is to get the resistance of the signal/return wires... They've been spliced to crap by the previous owner, so this could be my issue, yes? O2 not able to overcome the resistance of the line?
If this fails, I'll be looking for a new known good p2p-c12, unless someone else has a suggestion for a d16y8 manual ECU I should go after. Need to pass OBD2 emissions test.
Thoughts?

Fuel pressure, not yet. Electrical per FSM , is what I was asking about - on the right track to that. My harness is a rats nest of splices so going to check resistance.
