Default 1997 civic fuel gauge repair (dash)

Hey guys I got a problem I'm looking to fix. The fuel gauge needle always shows full and when I bought the car it was like that. So I naturally thought of the fuel sender. Well when I opened the fuel sender cover I noticed the fuel pump had been replaced already. I tried to test it with a multimeter but it tested fine so I left it for a couple days since I had other things to tend to. Two days ago I got a sign of relief kinda... the low fuel light came on. So I know the sender is fine. I had read that the needle on the gauge can be damaged so my question is- can I fix it? Repair it?

The sender may not be fine. The low fuel light is triggered by a thermistor and has no bearing on the swing of the fuel gauge.
