Default New sway bar link tight?

I just got in two new links for our CR-V's front sway bar, and one of them swivels around just fine, but the other seems more or less locked up. Does it just need to be worn in, or is it defective or something?

They should be nice and tight, especially when new.

Ok, then should I be worried about the looser one? It isn't just flopping around, but I can manipulate it without too much effort, whereas the stiff one requires something to the tune of a rubber mallet to move it.
