I found this chip http://phearable.net/ecu-chipping-en/phearable.net-custom-obd1-28-pin-eprom-chip-basemap-en.html Is this everything I will need

You have the completely wrong motor to even be thinking about launch control.

The D16Y5 is made for fuel efficiency. The HX transmission is geared for gas mileage. It's the epitome of slow. The roller rockers are the only redeeming factor to that motor, and even then, they're actually a major performance limiter.

Save your money, and don't bother with some stupid two step nonsense. If you really want to spend the money, spend it on an HPDE day at your local track and become a better driver.

Thanks for the info. Sadly there isn't a track within 3 hours of my location

Look into racing organizations around you, then. I don't know about the west coast, but I know SCCA is prominent in the eastern US. HPDE days are held anywhere from full out race tracks to open parking lots with cones - I'd be willing to bet there's at least one option closer than 3 hours to you.
