Default 98 accord won't crank

I have a 98 accord that would not start so I jumped it and got it running, turned off and started several times then dead the next day. Installed new battery and car started, daughter was entering code for radio and the car died and will not crank now> Is there some kind of anti-theft device or something? I have checked for power at the solenoid with a test light when turning key and I have power at both wires. Is there something else going on or is it just a coincidence and the starter is bad too?

alternator not charging battery. check voltage at battery. it should be 12v or a lil more with car off. jump the car again, take the jumper cables off and at the battery check the voltage. it should be 14.5 with car running. if it is lower chances are you need an alternator. but first I would check fuses to rule out blown fuses.
in a 98 accord yes there is an anti-theft device but that still doesn't explain why your car randomly dies and then needs a jump. a bad alternator however does.

New battery, voltage good, won't jump start either. Is there a procedure to reset anti theft or something?
