Need ECU help, my GSR swap has a virgin P28?

Icon3 Need ECU help, my GSR swap has a virgin P28?

So i purchased my 96 Civic EK with a JDM B18C GSR swap from Hmotors, it has the Rywire harness and is converted to OBD1 with an unchipped P28.

Now the car runs good, no codes and pulls hard, yet rev limits at a little over 7K which i know is incorrect for this engine..

My question is that I believe the ECU is wrong for this swap. Do i need a P72? And since it's OBD1 is there OBD1 P72's and OBD2 P72's or would any P72 work on the OBD1 harness?

I really want to get it running correctly before going any further with modifications..

Yes, you need an OBD1 P72 ECU.
