Acura and Honda Catalytic Converter Interchangeability
I own a tsx 2004 with catalytic converter part# 18160-rbb-s00 that just died. Will the accord converter part# 18160-raa-s00 fit as a replacement? If not what are cheaper replacement that will not throw p0420 code.

Search "spark plug defouler" it's a cheap alternative for the 420 code. I've found it doesn't work in every case though.
If your vehicle is at least 35 years old, it doesn't have to undergo safety or emission inspections.
If your vehicle's model year is previous to 1996, your vehicle doesn't have to undergo emission inspections. However, unless your vehicle is also at least 35 years old, it will have to face the safety inspections.
So yes you will have to pass inspection.

that website has them for sale for under 80$ and there 49 state universal (so they will pass inspections)
I dont see why putting this on your car would throw a code
