Help 89 Civic SI TRANSMISSION PROBLEMS!

hello i recently bought used Si Transmission, seemed to be in good condition.

The arm on the transmission will not move at all, not sure what i am to do.

any insight would be greatly appreciated.

i have brand new throwout bearing and clutch for it, just am stuck because i cannot get the arm to move at all.

I would spray the hell out if it with penetrating oil and let it sit over night then hit it with a hammer.
