Civic ride quality???
Actually...there is an answer to OP's question. The stock Civic shocks are fairly aggressive in low speed valving, and on our shock dyno, the Koni Sport and Koni STRT both have less low speed valving (except the Sport when you turn it up). So, the very easy fix is to get a set of Koni STRT shocks and the car will ride better.... and it will still handle very well because Koni has done a good job tuning the valving in the mid and high velocity range (where the Konis get stiffer than the stock shocks).

I had a 99 Accord before I bought my Bentley, I mean Civic. It had a much better ride then the Civic has. Seeing I have never owned any other Hondas I thought I would ask rather it was normal for a Civic to ride so rough before I started replacing struts and shocks.
And, I don't see the word idle in my post anywhere.

My best friend has a 99 Accord. I have a 2011 Civic. I really don't notice much of a difference in ride quality between our cars, although I know he doesn't put a lot of maintenance into his car so perhaps his rides rougher than a well-kept 99 Accord.
From my experience with my Civic, you will definitely feel a lot of bumps in the road in it. This may be more geographic since I live in Pittsburgh and the roads are as smooth as 40-grit sandpaper to begin with, but I have had this Civic in other cities for extended periods of time and have noticed the same thing. I wouldn't call it a "bad" ride, but if I wanted to feel like I was sailing, I would have bought a Buick.

I bought my Civic last year. I only test drove 2 other Civics before I bought this one. Best I recall, the (Red) one seemed to have a rougher ride quality. But, it showed signs of being in a front wreck and was owned by a young person. It also looked like it may have been lowered. The other (Blue) Civic seemed to ride much better then the Red one. It appeared to be all stock. My car was all stock, and still is except for 1 size larger then stock size tires. I'd think that this would help improve the ride, but maybe not. Car doesn't show any signs of ever being wrecked. But the car does have 122K miles on it. And I would guess that the struts and shocks have never been replaced.
