failed emissions

failed emissions over here in WI. My hybrcarbos were too high, mine were at 1.0 and limit is .8, i believe. i even used the guarantee to pass stuff. Everything else passed but this. From my understanding, this is caused by unburned fuel. Is this correct? Would changing o2 sensors fix this or catalytic converter? I've changed mostly everything else. this is for b16a1. Any help appreciated.
try unplugging one plug on the distributor and then uplugging the fuel inector to that cylinder......my CO was 5.8 and i used guarunteed to pass stuff and ran off 3 cylinders and i pass with flying colors on hydro carbons and CO.

oh yeah, i ran the car for about 1hr and a half. Well i've got one more free test to try before they start charging me. what do you think would be the most ideal step, doing the o2 sensors or the cat? i dont have cash for both right now.
