Welcome aboard!

There should be two hose barbs on the bottom of the F23 throttle body. One is the inlet and the other an outlet. The coolant goes in through that port in the bottom of the throttle body to warm up the throttle plate.

the one im wondering about is the one that faces toward the firewall. until your comment i didnt pay my tb too much attention but now ive noticed that at some point the barb that points straight out toward the passenger side was broken off. could this have been bypassed in some way before? if so how do i go about undoing that? i want my car to be right im strapped for cash and i need it to last as long as possible

The throttle body was probably bypassed and they went straight to the rotary air control valve (RAC) on the back of the intake manifold, beside the throttle body. I ran my throttle body without the hoses connected to the throttle body for 3 years in cold Canadian winter conditions with no issues. So as long as you still have the RAC valve hooked up you shouldn't have any problems.
