Default Engine Cooling problem?

https://honda-tech.com/forums/honda-accord-1990-2002-2/why-doing-3196858/

The above link is what I have done.

I realize that the Fan Switch is bad, because the fans do not turn on.

However I also notice a sensor on the Water Outtake Housing. It looks a lot like the Fan Switch. 1) What Sensor is this and what doe it do?

2) I do not even have to start the engine for the gauge to sky rocket, all I have to do is turn the key to the "on" position. Is this a wiring problem? Does my wiring harness have liek a loose ground somewhere?
