Default 2000 Honda Civic Si no start but cranks. Tried everything please help

Here's the link to a video I made.

I really need help guys. I have searched all through honda-tech as we'll as YouTube and other car sites. Here's what I got so far:

New starter on car.
Freshly rebuilt motor and was running daily perfectly fine so it's not the timing belt.
Battery is good
I checked for spark using a spark tester and I do get spark from each spark plug wire.
I changed the fuel filter so that's new.
I checked the pgm-fi relay and it's still good I even bought a new one and replaced it and it the car still does the same thing.
I rented a fuel pressure tester attached it to the fuel filter and it read 0 psi.
The fuel filter does have prescence of fuel which leads me to believe the fuel pump is delivering fuel.

Please help me guys. I'm so frustrated and lost right now. I am all ears and will be checking regularly for your guys response.

If the pump primes, but there's no pressure, then the FPR may be bad or there's a fuel leak.

Thank you for your help. Is there any way to test the FPR before I purchase a new one. I saw with a fuel pressure tester you can check it by watching the pressure drop but that's only when the car is idling. Thank you again for all your help.

I had a 2000 si had same problem, had spark, timing was correct, we replaced fuel pump and still no start, was lucky to get my hands on a power probe i checked my fuel pump ground and found out it wasn't getting ground, so i just ran a ground wire from pump to body untill i had more time to look for that bad ground, me being lazy never did found where the bad ground was
by way car runs flawlessly

Are you able to pinch the fuel return hose without damaging it?

But if the fuel pump primes and I can see fuel in the fuel filter doesn't that mean the pump is operating which means the ground on the fuel pump is good? Thank you for your help.

Which fuel return hose? The one from the FPR?

There's only one - attached to the FPR. The other hose attached to the FPR is a vacuum hose.

If you can safely pinch the fuel return hose, then do so and then turn the key to ON(II) to prime the pump. Does the fuel pressure now rise to spec? If so, measure the fuel pressure without the return hose pinched after priming the pump. Does the fuel pressure now fail to rise?

I went ahead and changed the FPR and it worked! Thank you for your help. I didn't bother changing the fuel pump anymore.

Hey guys back. Well the car is doing the same thing again. Cranks but no start. I changed the FPR again thinking my generic autozone one failed but it did not work. I attached a fuel pressure tester and it is reading 40psi. I am getting spark when I test the ends of the spark plug wires. Any help will be greatly appreciated. Thank you in advance.
