D16Y7 Block good compression, but weird measurement?

D16Y7 Block good compression, but indistinct measurement?
The compression is 185-185-171-184 (with the milled head).
What's weird is this. I put 0.0015, loose. 0.0025, slight drag. 0.004, hard drag. 0.005, still possible to insert. I heard a gap measured with a 'slight drag'.
If good compression means the cylinder is sealed tight, would the measurement I did, conclude to 0.0025 - slight drag?
