How do I fix this?

So last week it rained like crazy here in the Bay Area, and my car started to smell like mildew. It turned out I had the infamous taillight gasket malfunction. Well today, I went a head and swapped out the gasket for a new one.
But I noticed when I removed the tail light that water was also getting in from this whole near the top of the taillight. It doesn't look like metal? And there is not typical rust color. I removed the rear interior panel to check and there is no rust underneath. It doesn't look like metal, bondo maybe?
Any tips on how to fix this?

that car was hit in the *** end and not repaired right.// with out betters pics and prob even with them we cant help you/ If you didn't know the car was tagged in it's *** when you bought it your not a body man. I would suggest taking it to a shop.
Put your tail light back in. Climb into the trunk with a flashlight and have one of your buddies spray water all over the trunk area. Look for the leak from the inside. When you find out where it is exactly coming from let us know and we may be able to help from there.
