94 civic vx idle 500?

Specs says the civic vx idles at 500 +/- 100 rpm. I'm just wondering if the first line at the bottom is 500. Here's a picture. Sorry for the bad quality.

Honda tachs are notoriously shitty, but yes, that bottom line should theoretically be 500.
