99 Honda Accord Transmission Issues
I hope someone can give me some insight... Ive spent hours on google trying to see if anyone has had the same problems that ive had.
So to start, it has the 2.3 ULEV Vtec Motor with 197k miles and I got the car for next to nothing from a guy that I work with because of the transmission issues.
The D4 Light does not come on at all. If you put the car in D4 and try to drive it, I might as well be outside of the car trying to push it. It will move but its slow until it gets up to speed. If I pull the car into 1 it feels the same as putting the car into 2. So, when I pull the car into two and get it up to speed and then shift it into D3, it shifts almost immediately but slams into gear. If I leave the car in D3 and take off from a stop sometimes the car will take off in second and slam into 3rd or sometimes it will try to take off into 3rd and its sluggish. And its even done it when downshifting from 3rd to 2nd. CEL is on and the two codes I got were:
Code 31 and Code 70.
Ive googled code 70 and got some info on that but I cannot find anything on code 31 except for what it means. I cant seem to find anyone who has had this same code.
If I have to replace the transmission I will, but if its something else that's causing the issues then if I can come out cheaper than 1500 for a reman then that would be good as well. I haven't attempted to drive the car around other than to see what it was doing. The guy that had it before me told me drive it for a couple months like that because he had no choice.
Any advice would be awesome.

Code P0031 is heating element in Oxygen (o2) sensor failure. Unrelated to transmission. Go to link i found on google below

I am a A/T trans novice so do not have a lot of input but I assume you made sure there was the correct amount of ATF and that there are no obvious leaks (from output shafts). If all is well in a stopped car, putting the selector in D4 is the sames as D3 or D2 (in some cases same as D1). The Dx specifies the upper limit of gears that the trans will go up to.
Full professional transmission rebuild (by a quality shop) will essentially make the trans as close to brand new as you can get. It is also costs $2K-$3K and maybe impractical.
I would just buy a "JDM" trans and slap it in. I'm actually in the process of selling mine for $600 that I bought from this shop. They claim 50K-60K miles. That might've been a good option for you except its highly unlikely you're local to me.

No the 70 and 31 are the codes I got from doing the paperclip trick and using the cel to give me the codes... Both codes pertain to the transmission... And my in nc
With that said, 31 is for signal B, so look for loose/damaged wiring on the transmisison. And Code 70 is a generic 'there is something wrong with the transmission', kind of a useless code when it comes to OBD because in OBDII it translates into any one of 35 or so TCU codes.
