Default Ebay Primed Fender

I am ordering a pre primed fender(from ebay) for my sister car, because she got side swiped. I was wonder what kind of prep work do i have to do before I start painting it? What grit of sand paper do I use? This is her dd, so I don't want make it look like a show car. I just need it to look normal. Also what kind of cheap paint do you guy recommend?

This is the one that I am planing on getting:

if it's primed already, just scuff it with a scotch Brite and shoot the base coat then clear coat. if it has been damaged in the shipping process by being scratched or dented, you'll want to address the issues before paint

Sand with 400 grit
Blow off and clean with degreaser
Spray one wet coat of sealer on
Spray base coats waiting 15 min between coats
Spray two coats of clear again waiting 15 min between coats.

Go to your local auto paint store or a NAPA. They usually have cheap primers, paint, n clears.

Not degreaser cause people will think simple green or something like that but wax and grease remover would be the correct product.

400 wet on a soft block and then 600 wet on a soft block, seal with epoxy thats been reduced 10% so it lays down flat. Your wait times are going to be baised on what the manufacture of the paint say and what temp. I would spray your base coat 80-90% coverage the first pass then 100% coverage for atleast the next two coats. Check your wait times on the base coat, then spray your clear. 90% covearge the first coat then hammer the clear on for atleast 4 coats. Im sure you are going to have to color sand and polish so give your self plenty of clear to do it with. Just dont get runs in it! Napa does have cheap paint and can mix factory colors.
