code 91 b16 swap

I'm getting code 91 after a 99 si swap in a 96 hatch running obd2b 99 ecu. I'm getting mixed info about the potentiometer fix and not sure about how to wire it in really anybody have any advice?

If you are confused then get a p30, it will work with no codes.
