There is no cure for this problem, this is foaming that is caused by the pump not being able to move the fluid when it is that cold. New fluid will make it worse given the temperature as the new fluid will be slightly more viscous. Generally accompanied by a persistent whine for the first few minutes.

Solution: Don't start the car when its -34 out. Sorry, but there is not real solution.

That sounds rough on the pump.
Is it suggested to disconnect the PS belt in cold like that?
