Default front turn signals dont work rear do???

ok so i have this problem where the front turn signals dont work on my 1990 civic si with a b swap. the blinker blinks fast and i put a volt meter in the plug and im getting a 0 to 3 to 4 volts on and off like i should? but then i plug in my bulb and socket nothing. is it the icu or the relay or the switch. what do you guys think and thanks.

Probably the ICU behind the fuse box. You should be getting about 12 volts.

ok i replaced the icu and it does the same exact thing im goint to check the wiring .

Do all the lights function during use of the hazard button?
Does the hazard button work at all?
Its been a little while since I had to trouble shoot a similar problem. Check the basics. Make sure you are getting 12v at the turn signals and the bulbs are good. After that check around the hazard switch I remember there being something unexpected on how the signal wires run through that hazard switch. I want to say I had the same symptoms and it ended up being the hazard switch got disconnected while re-wiring my gauges.
