electric shock

Default electric shock

I have a big problem when you start the engine is cold outside electric shock keeps my speed up to 2000 rpm and the engine does not reach the temperature of 90 degrees and sometimes not decrease speed varies from 2000 rpm to 1500 rpm and do so until the engine heats up and also I and much higher fuel consumption of electric shock went haywire when considering revving engine at 2000 rpm....HELP!! Honda Accord 1991 cb3 2.0 16v 98Kw

do not know where it is certain that I would not be allowed to keep the engine speed so until the temperature reaches 90 degrees I guess is there a faulty temperature sensor or thermostat
