Default Is this a broken TPS?

Car: Stock 1994 Accord EX

I'm seeing two problems. Sometimes, the car will just idle extremely high 1900-2300rpms. Othertimes, it will fluctuate between 1200-1500 back and forth as if i was trying to taunt someone to race me

I don't know exactly what would cause this...could it be something to do with the throttle position sensor? Any other things you guys would suggest is the problem?

Other minor problems: I don't know if this is related but the cruise control is off when you set the speed. After setting it at a certain speed, it will always go about 3mph faster than that.

Does the idle fluctuate when the car is cold? It could be the IAV, FICV, or perhaps a sensor as you mentioned...

The check engine light isn't on.

And this problem is consistent whether the car is cold or warm.

Where could i check for vacuum leaks?

Another odd thing I noticed is even though the car is stock, at low rpms and accelerating, for a second, you hear a loud sucking noise as if i had cold air intake or something. So maybe it IS a leak?

Yeah, it's likely a leak. Check your vacuum hoses on your intake manifold first...

Sure enough, I went down during lunch to check them and the problem is the hose that goes from the manifold to the valve cover. Only problem though is that it's not a loose hose, the whole metal braket that's suppose to be stuck on the manifold is broken off. I'm thinking I can use JB weld or something to keep it on there?
