Default Opinion on Seat Belts

Ive had problems with slow retracting belts in my 99 civic. After 3 months of waiting my local dearler finally agreed to put one in under warranty. It was the rear pass belt and retractor they did. After 3 hours of standing around scratching their head the pulled my car out and sent me on my way. I didnt bother to check the belt before I left because I was in a hurry. The next morning I looked at their work and realized the new belt is slower than the old one. How could a tech let this go operating like this. Ive replaced a handful of retractors at the body shop I work at. Before I start tearing the car apart, I make sure it will buckle in the existing buckle and make sure it retracts. heres a video showing all 4 of my belts including the new one. I did clean all my belts with rubbing alcohol really well before ever asking for a replacement.

Do you think the belt is wrong they put in. and are the other belts due for a replacement because there slow?
