Correct o2 sensors?

This o2 sensor says it replaces parts 36531-P2E-A01 and 36532-P2E-A51 which are the upstream and downstream o2 sensors for a 98 Civic LX AT. Is this correct? Seems weird to have the same part replace both.

all 4 wire honda sensors are the same anyway. only difference is length of the harness.
