Default RPM's pick up slow when @ Operating Temp.

I dont drive this car very often( 99 civic all stock except for sri(. its been sittin awhile but everytime I start the car and warm it up itll idle fine if i just let it sit. but when i give it gas say i hold it at 2k rpms for 10 seconds and let off the gas, it almost dies out. Ill press the gas but the rpms just wont pick up or the engine wont rev it will just stay at a low idle with the gas floored. If i hold the gas down for a good 20 seconds itll suddenly pick back up and rev fine. But say i hold it at 2k rpms again for 10 seconds... same scenario. This thing is un driveable on the road. things ive replace in the last month : fuel filter, fuel pump, main relay, brand new distributor, spark plugs/wires, ect sensor, and seafoamed it and cleaned iacv. there is no check engine light or dtc's. Im ...please help.

The car died out on me on the road earlier this year. its been sitting for a lil over 6 months. it finally started up after i put the new distributor on but ive been having those issues with keeping it running. thats when i started doing some preventive maintenance, but still no luck. One thing i been thinkin about is the fuel regulator, but my doubt is i dont think itll go bad from sitting?

Check the mechanical timing.

How are you checking for CEL codes?

Stock 99 Civic? What trim/engine?

its an SI 1.6 liter. I checked for cel codes with a scanner i bought from amazon. how would i check the mechanical timing? the older gentlemen that sold it to me said the timing belt was done at 60k when i bought it and it is now at 87k. Also when i put the new distributor back on it is all the way advanced. like leaned back all the way toward the firewall. is it losing timing? It will not start if i put the distributor in the center like all other honda's.
