Default Poor AC, Heater Control Valve

Hi, I have been measuring my AC and I am getting 60F instead of the 40F expected one.

I remember than previously working in my Car and cleaning the Coolant Hoses the control valve that is under the hood near the firewall did not close completely. It pretty much seemed to me that it was designed that way, but now I am doubting about it.

Does it have to close 100% without letting any coolant go through the heater core?

Thanks!!

Your blow motor blocks off the heater core so no it does not effect your a/c. I'm sure you hear it too when you change the temp, you hear a flap closing or opening.
