Default Oil pan bolts missing?

I noticed a small puddle of oil under my car so I did a quick inspection, the oil pan had oil leaking out of it... bad gasket or just bolts that were too loose?

Also, from the attached pic. Am I missing 2 bolts? All the other bolts/nuts were super loose, they could easily be loosened by hand (a couple of them moved at the touch)

I tightened the bolts about a 1/4 turn tight (after hand tightening) since I did not have a small/low torque wrench. Do you think that is too tight?

if the other were loos good chance that the missing ones were shook loose, get 2 new bolts. No that's all I tighten mine to stands up lots of vibration,
