I think you're going to have to call a dealership. Normally it would show up under intake manifold or throttle body but neither works. I just looked in most categories and don't see it. I believe you have a rotary control valve which incorporates the fitv valve that you appear to need a gasket for. Someone in the parts department will either know or will contact Honda themselve for you and find out what that fitv gasket part number is.
fitv is parts #9 and the gasket is #10, it sometimes will idle low then pick back up and repeat with the AC on
that gasket for the piece under the TB though is whats strange to me, i'll ask VatoZone first as our honda dealer sucks, has massive retarded speedbump, and has a moron for the parts guy the customers actually talk to.
there is an older dude, rene, that is the parts manager that is cool as hell and actually knows stuff but for some reason they have him in the back or something now

part 9 is the rotary control valve(aka iacv just different name) which I'm not sure if your car has the fitv built into that.

The F23 uses a rotary air control valve which is the IACV and FITV all in one.
I'm not 100% but I think the F23 throttle body de-icer might use the same 3 o-rings as the earlier throttle bodies.

If those are not the proper o-rings then you can easily make a gasket yourself. Any of your local parts stores should sell felpro gasket material by the sheet/roll. Remove the de-icer plate and trace the shape onto the gasket material. Cut out the shape and punch out the holes as required.
Are you 100% sure that the coolant is coming from between the plate and the throttle body and not one of the hoses? It's not very common to have the o-rings in that area fail. Unless that part has been removed and the gaskets not replaced properly.
