Default Are some portion of valves supposed to be sticking out?

I got my head milled. Then, when I reassembled rocker arm unit with the cam, some of the valves were sticking out. I installed the head anyway, and also thought it might be natural, since the cam has that function. But since I'm a noob, I want to make things sure before I turn the engine on. I feel like the head is going to fail as soon as I crank because of the sticking out valves, it just doesn't seem neat or clean - without knowledge, just in general sense.

Wait a minute. You don't have to help me, stressing out. Thanks for the previous post, though.
I didn't mean to offend you, I just quoted my original post right below the picture.
