Take your bumper off. Go to the junkyard and get a 89 civic front bumper. While you are removing it look at the differences. That should tell you everything you need to know.

My actual recommendation is to remove your rear bumper and get a 90 EF hatch rear bumper that was made for your car. No reason to progress backwards.

 

You can fit the 89' bumper on your 90' hatch. Your need the 89' bumper(obviously) and the 89 bumper support.
