Default Cel code 15

Hi I have a 94 si that shut off on me while driving and I had to get it towed home. I have a d15b with a z6 head. The codes that was thrown at me were 21 and 15. I onethink 21 has to do with the car not starting right? The code 15 is a ignition output code and I checked the yellow/back wire on the ecu and got a 11.7v. I also checked the yellow/green wire and got 2.9v. What is this yellow/green wire? Is it supposed to be at 2.9? What can cause a code 15 thanks.

No, 21 has nothing to do with the car not starting. 21 is from the VTEC pressure switch, and would not keep your car from starting.

CEL 15 is what is stopping your car from running. You should have battery voltage on blk/yel.

Have your ICM and igniter checked, and check for continuity between the dizzy and ECU on yel/grn.

I get around 11.7 on the yellow black, and when checking the yellow green should I be Cranking the car or just on the on(II) position?

You're just checking yel/grn for continuity - your car doesn't need to be on.

Just swapped out my distributor and when I check the yellow green wire it reads 2.9 on volts.
