92 Honda Accord EX engine revs down at 64-65 on highway.

92 Honda Accord EX engine revs down at 64-65 on highway.
2.4l 4 cyl. eng. coupe
While on the highway cruising right past 63mph it starts to buck slightly and rev down about 500 rpms then goes back up. does this until about 68-70...then stays normal.. it does this if the car stays around 65....sometimes though it will do it maybe once or twice and then stop....but other times it seems like it bucks more than that...right now im just avoiding it.
I was thinking maybe fuel issue. Plugs are not old...neither is the dist cap or coil...im not sure on wires.
Its not throwing any codes as far as i can tell there are no guage lights lit up.
