Sure they will run. But they aren't the best choice for that motor.

What power would a Head with that spec make compared to stock?
What cams would you recommend?

The pro2 is too big for that setup.

Will It make power? Sure.. will it be a optimal power band? Dunno..

Plenty of guys making 200+whp and running fast times while being daily driven with other, better camshaft options.

Search user "SoloDC" for his NA thread.

Tuner2's, BloxB's, Custom camshaft, along with others would be more ideal.

Budget?..

Whats the head setup gonna consist of? Header? Exh? Can't give you information without properly being able to understand what you're after or what the setup is.

Engine is a B18c Type R engine, its a full head im getting which has:

Head is Skunk2 pro series Stage 2.
Skunk2 stage 2 pro series cams
Skunk2 pro series valves
Skunk2 pro series springs
Skunk2 pro series retainers
Skunk2 pro series adjustable pulley

Ill be using the stock Intake Manifold, but having it ported, 70mm throttle bodie, stock air box with spoon filter & cold air feed (or else blox v stack), custom 2.5 inch 421 exhaust manifold, decat, custom midsection, mugen twinloop axle back, neptune ecu

as for budget, im hoping to have it all done for 1500euros, i have the head found, delivered for 600, so ive 900 left to get manifold, ecu, induction kit, 70mm throttle bodie

I like the Buddy Club Spec III+ for that setup. It's slightly bigger than say a skunk stg1 or CTR cam, but not as big as the stage 2 cams. They make terrific midrange too.

70mm TB is too big for that setup. By far.

Stock airbox with spoon filter is HORRIBLE unless you're going for show points... run a generic arm with a velocity stack.

Define 'custom 2.5 inch 421 exhaust manifold' please. The Toda replica header for around $300 shipped is very, very hard to beat for power - $$

Head porting will make more power than a lot of the other 'mods' you have listed.

Why not Pro 1's?

Pro 1s are another good choice but will take a little more attention to detail than the BC IIIs. You'll need a competent tuner and installer. Ultimately they will probably make more power though.
