Purchasing a 1994 civic that has been sitting
Hey everyone, my names Tyler. My friend recently purchased a 1999 Integra as a project car and it has definitely made me want to buy something relatively similar.
Long story short, my workplace has a 1994 Civic Ex 5-spd that has approximately 18,000 miles (not a typo). It currently does not run as it doesn't have a battery, however it has ran within the past two or three years. Overall it has a few dings and dents, but not too much rust. During the winter it is stored in a garage but other than that it bakes in the sun. The interior and paint are obviously a little beat up from that but nothing that I couldn't live with.
So when it comes down to it, would it be worth the $1800-2500 or so they would likely ask? And also, what all should I do to it so that it will be safe to drive after having so few miles put on over the years and sitting. Eventually I would like to add a small turbo and all the supporting upgrades, but nothing too extreme. Thanks in advance.

change all fluids and do a tune up
pull ECU and crank for 30 seconds, then start car, look for leaks
Inspect tires/hoses for cracking
inspect brake rotors for serious rust and replace if needed

best thing you could do is buy a cheap battery ( $20 at junk yard or $100 new at advance auto ) and start it up for 10-15 mins then drive it for 20ish mins or as long as possible. Then do a compression test and make sure all 4 cylinders pass. It is very uncommon to find a civic of that year with such low original miles. It is VERY common that people lie or will mess with the odometer in order to sell their fucked up civic. But to answer your question if it is infact what they say it is yes it is worth the price range you mentioned.
