Icon2 ECU Compatiability

I have F18B engine installed in my Accord CB1. The swap guys installed F23A VTEC ECU (PCG-901) with it. Engine Cuts of RPM at 4900 or 5000. Where as max torque for F18b is above 5500.

Is it bad choice to have this with F18b As the Ecu was for bigger engine that is why the fuel mixture would never be right?

Can this ECU be flashed with the software of OEM F18B ECU?(donot know the number help me with number if you know)?
