Default Oil on spark plugs

I have a 1991 Honda Accord ex and during my last tune up I notice that I had oil on spark plug 2&3, what could that be caused from? Is my oil pump going bad? I just changed my valve cover gasket when I put the new spark plugs in to see if that might be the problem. I hope it is though. Does anyone have and suggestions?

Is the oil on the tips of the plugs that extend into the cylinders?
Or is the oil on the body of the plug?
If it's on the body of the plug the "O" rings that are located at the bottom of the spark plug tubes under the rocker arm assembly are old and cracked and you must replace them as well as the valve cover gasket.

If the oil is on the tip of the plug that is inside the combustion chamber I would advise doing as leak down test.
That will allow you to localize the problem.
Hissing sound at the oil filler cap (cap off). Rings are probably worn out or even cracked.
Hissing at tip of exhaust pipe. Exhaust valves are probably burned or mis-adjusted.
Hissing at intake. Intake valves worn or need adjustment.
Hissing and bubbles in radiator. Blown head gasket, cracked head or block.
