Idle surge after mini me swap

So i started out with a 1998 civic dx with a manual d16y7. I then purchased a y8 head, IM, ecu, TB and trans. Also added eagle rods, arp head studs aswell as vitara pistons and CAI. i also bought the p2p and switched the according wires but if anyone has a wire diagram for a p2e ecu to a p2p would be great. Everything went on almost perfect. i went to start it up and the engine is surging. revving up and down but then levels out. I can't open the throttle past 2000 rpms without the engine stalling. Ive narrowed it down to three possibilities Vacuum leak, not having a knock sensor(p2p is obd2) or maybe a timing problem but i checked and double check TDC on everything so idk. If anyone has any answer please feel free, thanks.
