What is this hanging from the bottom of the car?

What is this hanging from the bottom of the car?
It's plastic and I'm guessing its a cover of some sort. Should I break it off? Does it need to be replaced or would it be mine missing it? It's on my friends 2009 civic sedan. Thanks

17-18 part.... It's like a protector or cover.... I think you should only take it off and later (if you want) replace it....
