Default 91 Rex not turning over

okay so I tucked my wiring and messed up apparently so I got a new harness and I'm just putting it in and leaving my tucked half where it is.
I got everything back together and my starter won't crank unless I literally put a jumper cable onto it and ground it out. I'm not sure why it's not grounding itself out. I put it back as it should be and I'm clueless..... and when it does crank it won't completely turn over and start....
it's a d15b2, also....

did you relocate the battery during tuck? if you did, make sure its grounded properly. if it cranks when its jumped straight to the starter, that would suggest a issue from battery to starter.. double check main fuses, you might have blown one at first startup.

it was previously located to the back when i got the car. it was a grounding issue and i have since figured that part out and it starts just wont idle... i had a code 16/10/19. the 19 i dont worry about because ill always have it until i do my JDM D15b swap since my crx had a tranny swap. i got rid of my code 16(injectors) i had mixed up the two yellow/black double dotted wires which both go to the injectors. now im trying to figure out my code 10(IAT sensor) because i think thats whats causing it not to idle and when i do start it giving it a little gas it doesnt hold a solid RPM as it should so its changing the a/f ratio inside the manifold...

okay... sooooo......
i got it to hold an idle but it jumps from ~1350 to 1k which would normally be my idle control valve, which i cleaned out less than a month ago(will be cleaning it again) but i checked my wiring and i didnt touch my EACV wiring at all and it goes to the opposite side of the engine bay(which i didnt end up tucking) so im confused on that. hopefully cleaning it out again will clear that code. and im still getting my code 10(IAT sensor) which is confusing me because i checked my wiring and i had bad soldered joint so i cut out the soldered portion and just twisted the wires together and im still getting the code. i know my IAT sensor gets hot because the other day when I grabbed my new harness i touched my IAT when i went to pull the connector off and it burned my finger... so im just.... beyond confused -_-
