98 accord no turn over

My 98 Honda accord isn't turning over, but all light came on(dash light, headlight). just got a new battery, less than a week now and had just replace the terminal to the battery. please help.

test the starter. I put in a new battery in my 99 accord, a week later the starter quit working. Advance auto parts will test it free.
