i would like to know if anyone has a link to a California certified engine replacement list for a 96-00 civic.

Call wherever station you are going because its going to vary on who, where and when.

i was hoping on the b16 series engine being a legal swap, i will be getting it in USDM.
do you think i will b a legal swap? if so, what do i need?

A B16A2 will be legal, as long as it comes from a car the same year or newer as yours. Same with a B18B1, B18C1, or B18C5. Regardless of which engine you use, you'll need to maintain all of that motor's emissions equipment.
