Sounds like a fan hitting up agains't something, but the sound does not increase it's rate of speed when I turn up the fan speed on the climate control. Any ideas?

 

Remove your glove box and take a peek inside. Do you see any parts moving that correlate to the ticking sound? It could be your fresh air/recirc door, some other moving part of the HVAC system or it might simply be something in your blower motor. I'd start with taking off the glove box for a peek inside, then proceed to removing your blower for a peek inside of it as well.
