Default Rocker arm bolts fell out. Did I put them back in correctly?

So I was replacing my gaskets and my rocker arm bolts fell out. There are 8 small bolts, 6 medium bolts, and two long bolts. I think I have em right, but the top 4 bolts won't screw in all the way. Are these bolts in the right place? They are all 12mm. Also, what foot pounds should I tighten them in?

Fill me in on what gasket you were replacing to remove those bolts?

Ahh okay thanks turn&burn haha. I misread your instructions last time haha. THANKS! I'm replacing the gasket with the oil passage.
