Are you serious? This has been covered A LOT. It takes less time and effort to google than it is to type out a help thread, just saying.
The first thread posted (from D-series) is all you need to figure out how to do this.

Here's the bulb size for a 99... I too have a 99 DX and use this site whenever I'm getting bulb upgrades for any of my cars.

TIP: When googling, if you want to search specifically for a tutorial from a certain site ie: honda-tech, type in this string:
"site:honda-tech.com..."

edit: If all you want is blue LED's then go to ebay and get #194 3mm Blue LED's. simple as that.
However.... in my opinion this is a stupid mod and harsher on your eyes. to each his own. Good luck don't break the cluster they are pains in the ***.

Email lightsonleds@gmail.com they are on Facebook as lights on LEDs. Cluster kit is like $28 shipped I think and you won't have cold spots.

superbrightleds.com also has decent prices, a "DIY" guide, and a "what to buy" guide. That's where I got mine, I have no complaints.
