Default 92 civic fuel pump doesnt prime

I recently replaced my fuel pump in my 92 civic, the old one worked fine but my fuel guage wasn't working so I replaced it. after putting the new one in when i would turn the key on, the pump would prime for about 3 seconds and cut off, but wouldn't build any pressure in my fuel lines. so i took it out to make sure everything was done correctly and now after putting it back in the pump doesn't even prime.. could it be my relay?

Pull your back seat to access the sending unit cover. Pull the cover, pull the plug, turn the key just before the starter and check for power with an indicator light or a voltmeter. If you have power then its your sending unit
