im getting a smog check in cali. so what do i need to put back?
so i need to get the ole civic 91 si smoged this month.
i took everything emissions related out. i still have it all.
whats the bare minimum parts i need to put back so i can pass smog?
also in addition, how do you guys make it pass with a Y8 head on a D16A6.

well after looking at the parts i have i dont think i have everything.

There isn't an EGR on your motor so don't worry about that.
If you have a chip in your ECU they will never know and they do not open ECUs to check. Just make sure your fuel and timing maps are tuned for your engine or you will likely fail for running too rich or lean.
In addition to suggestions above, you need the PCV, no ECU codes or check engine light, proper CARB approved exhaust manifold (stock would be nice if you still have it), and vacuum lines ran to the proper places.

Was your O2 wire hanging there and you didn't have an O2, yet no CEL?
That's bizarre.
Just the liability alone for digging into a $$$pricey ECU is crazy to consider.
Part of a normal SMOG check does not include the tech opening the ECU.
Either you pass the visual and tailpipe or you don't.
It's not a tech's job to hunt down a problem if you fail... unless you are paying them to do that.
It's their job to verify that you have the correct equipment and that it's working.
If they unplug sensors then your CEL should come on. If it doesn't then you fail.

i did some research and started hearing about the "star" program. where they assign certain smog tech's with the label star on their station.
so instead of dealing with all the public they deal with the smog techs instead. giving them like special certification. only a few selected people get these certs. since only a selected few stations will get the certification they dont want to loose that title. so they dont chance it and do the illegal way anymore. therefore the state stops the illegal smogging.
so far only brand new cars will go to the normal smog stations. older cars or cars that are tagged by the state will need to go to star stations.
but the info im getting is still not complete.

here is what i see the problem is with the state.
even though a car in question has different aftermarket parts it can pass emissions legally and fine, but they dont get to pass just because of visual or different parts installed or missing parts that originally came on the car.

a car with parts that have a carb sticker on it will be just fine. the last time i saw an aftermarket intake with a carb sticker compared to a non sticker intake, they both still does the same thing.
(carb sticker = manufacturer of a particular brand paid a butt load of money to have the state say its ok to use that product on the streets in that state)
just to get to the point, the state wants money. the environment issue is just the front page, state revenue is the back page and no one likes to read the pages.

If you say the vehicle does not run then you can opt to register as "non-op" (non operational). The price for this registration is significantly less, but it does not give you a valid plate sticker nor does it allow you to legally operate the car on the streets.
Basically, you get to keep your car in the garage while you fix it THEN you have to file for regular registration with proper smog check paperwork.

they usually get like 3 chances. before their license is revoked.
a star tech is rumored to be fined around $1500 for the first incident.
the procedure with how they are getting caught is difficult to follow.
but one thing is sure in every case, the tech gets cocky or people who they help share the info to people they dont even know which leads to undercover inspectors.

I was reading up on the STAR program and I misread what these techs were saying.
Basically, the shady techs are having a really hard time keeping their career if they get a tarnished record. Bad star score and finding work is really tough.
here is a video i found which supports the revenue theory.
this is a guy who is a smog tech. he claims the state is just basically looking for more revenue. helping clear up the air is no longer california's first objective.
also read his comments and the people who commented after watching it, very informative.
