Default 98 CRV crank pulley wobble

The B20 crank seems to wobble quite a bit, is this normal?
I have replaced the crank with a new crank and keyway pin but it still does it and its torqued to spec. Completely baffled. I checked the crank itself and everything seems to be smooth.

No it should not wobble. The crank could be bent right at the end when the pully sits on.

Or the pulley may not be seated properly, possibly due to wear on the pulley. The other thing it could be is the pulley itself has been damaged.

Two pulleys and same result. I notice when I put the pulley on with the key you can slightly turn it 1 mm before it catches.
